What BCBAs miss in California
- The commercial autism mandate in § 1374.73 does not apply to Medi-Cal managed care plans.
- Treatment under the mandate must follow a plan from a qualified autism service provider, reviewed at least every six months.
- Selling a "California behavior analyst license" would be selling something that does not exist.
Does California license behavior analysts?
California has no behavior analyst license. Its commercial autism coverage law instead names a "qualified autism service provider": someone holding an NCCA-accredited national certification such as the BCBA, or one of several listed California licenses. Payer contracting and regional center vendorization are the real gates.
- No behavior analyst license

Can a BCBA licensed in another state get a California license by endorsement?
Not applicable. There is no California behavior analyst license to obtain by endorsement.
Does California have a state law exam or requirement?
Not applicable. There is no state license or state exam.
Does California license assistant behavior analysts?
No state assistant license. Under the coverage law, a "qualified autism service professional" works under a qualified autism service provider and meets education and experience rules borrowed from the regional center regulations.
- No assistant credential
Do behavior technicians need a California credential?
No state credential. The coverage law calls technicians "qualified autism service paraprofessionals": unlicensed, uncertified staff supervised by a provider or professional and employed by the provider's organization.
- No technician credential
Licensing in California?
California has no behavior analyst license, so the work here is usually payer enrollment, which our sister credentialing team handles. For a license, we prepare the complete application, request your verifications and BACB documentation, and track it to a decision; you review, sign and submit. License by endorsement is $599 for a BCBA.
