Licensing for Internationally Trained Behavior Analysts

For most US states, the route to a behavior analyst license runs through BACB certification, and the BACB now accepts new applicants only from the US, Canada and, until 2027, Australia. Here is how residence, degree evaluation and existing certification affect a US license, and what Nevada, Washington, Virginia and New York say about applicants from abroad.

US licensure usually depends on BACB certification, and the BACB accepts new applicants only from residents of the US, Canada (with Ontario limits) and, until January 1, 2027, Australia. Foreign degrees go through a BACB-run equivalency evaluation. Existing certificants may live anywhere. Some states, such as Washington and Virginia, also recognize Canadian licenses.

Behavior analysts trained outside the US face one question before any state rules apply: can you hold BACB certification? Every one of the 40 licensing states offers a BCBA pathway, according to the BACB's September 2026 regulatory brief, and many states have no other practical route. So BACB eligibility usually decides whether a US license is possible at all.

Who can apply for BACB certification now?

The BACB accepts certification applications only from people residing in certain countries. Its June 2026 handbooks list the United States; Canada, except that Ontario residents can no longer apply for RBT or BCaBA certification and, since mid-2026, for BCBA certification; and Australia, whose residents can no longer apply as of January 1, 2027. UK residents lost the ability to apply on January 1, 2026 (BACB Recent and Upcoming Changes). The handbook asks applicants to list their current address, "as your residence must be under the BACB's jurisdiction."

Two points soften this. "Existing certificants may maintain certification and reside in any country." And someone who moves to the US becomes a US resident for BACB purposes. A behavior analyst trained abroad who relocates can apply from here.

How does the BACB evaluate a foreign degree?

Any degree earned outside BACB jurisdiction must go through a degree equivalency evaluation showing it is equivalent to a US master's degree or higher, using the process the BACB oversees at its own expense. The BACB uses one vendor for all evaluations outside the US, currently the Foundation for International Services, and since September 2021 has not accepted evaluations from other services to dispute its result. You submit original-source verification of transcripts in the original language, an English translation, an official copy of the diploma and its translation (BCBA Handbook).

What do states say about applicants from abroad?

  • Nevada may not deny a license or registration "based solely on his or her immigration or citizenship status," and an applicant without a Social Security number may use another identifying number such as an individual taxpayer identification number (NRS 641D.320).
  • Washington allows licensure by reciprocity for someone licensed in another state "or a province of Canada" with substantially equivalent standards (RCW 18.380.090), and a temporary license for a nonresident licensed in another state or Canadian province (RCW 18.380.080).
  • Virginia licensure by endorsement requires a current, active license in good standing in "a United States jurisdiction or Canada," plus certification verification and an NPDB report (18VAC85-150-51).
  • New York licenses on BCBA certification under Pathway Two, or on a New York-registered or equivalent education program, experience and exam under Pathway One. Payments from outside the US must be by check or draft on a US bank in US currency (Office of the Professions).
  • Illinois requires a Social Security number on every original application, and assigns a customer number as soon as practical (225 ILCS 6/160).

Which steps come in which order?

  1. Confirm BACB eligibility, including residence, before anything else.
  2. Start the degree evaluation through the BACB's process; translations take time.
  3. Complete fieldwork and the exam under the BACB's rules, with a supervisor licensed where the clients are.
  4. Apply for the state license after certification, with the state's fingerprints and verifications. A license held in Canada can matter in Washington and Virginia.
  5. Keep identity documents consistent across the BACB, the degree evaluation and the state. Name differences between transcripts and passports slow everything.

What about RBTs and BCaBAs trained abroad?

The same residence rules apply to RBT and BCaBA applications, and Ontario residents have not been able to apply for those credentials since July 1, 2024; Ontario holders were placed on voluntary inactive status (BACB Recent and Upcoming Changes). For technicians, remember that most US states do not credential RBTs at all. Washington, Nevada and Oregon credential them, Louisiana and Mississippi keep supervisor-filed registries, and Nevada's registration rests on current BACB RBT certification (NRS 641D.310). Washington also offers its own 40-hour training route to the certified behavior technician credential, which does not depend on BACB certification (WAC 246-805-310). When does our service come in?

Once you hold BACB certification, our Full State License Application ($749 per state) or License by Endorsement ($599 per state) prepares the state file for you to review, sign and submit. Before that, a $149 Readiness Review checks which states fit your situation. We do not handle BACB applications or degree evaluations, which you complete with the BACB. Common questions

Can I get BACB certification if I live outside the US?
Only in some countries. The BACB currently accepts applications from residents of the US, Canada with Ontario restrictions, and Australia until January 1, 2027. UK residents could no longer apply from January 1, 2026. Existing certificants may keep certification wherever they live.
How does the BACB evaluate a foreign master's degree?
Through a degree equivalency evaluation it oversees and pays for, currently using the Foundation for International Services. You submit original-language transcripts and diploma with English translations, and the BACB does not accept other services' evaluations to dispute its result.
Does a Canadian behavior analyst license count in the US?
In some states. Washington allows reciprocity and temporary licenses for people licensed in a Canadian province with equivalent standards, and Virginia's endorsement rule accepts a current license in good standing from Canada.
Can Nevada deny my license because of my immigration status?
Not solely on that basis. NRS 641D.320 bars the board from denying an application based solely on immigration or citizenship status and allows an alternative identifying number, such as an ITIN, in place of a Social Security number.
