BCBA License by Endorsement: How It Works

There is no compact for behavior analysts, so practicing in more than one state means one license per state. The BACB counts 27 of the 40 licensing states with a reciprocity provision, but the label matters less than the file: some states license any current BCBA, some want verifications from every board, and a few add exams or records checks. Here is how endorsement actually works in 2026.

Endorsement lets a licensed behavior analyst get a license in another state without starting over. There is no compact, so each state issues its own license. The BACB counts 27 of 40 licensing states with a reciprocity provision. Most files need verification of your other licenses, current BACB certification and a background check, plus any state extras.

Licensure by endorsement, often called reciprocity, is how a behavior analyst who already holds a license in one state gets a license in another without starting over. There is no interstate compact for behavior analysts, so this is the route for anyone moving, adding telehealth clients across a state line, or supervising staff in another state. Each state still issues its own license, with its own fees, renewal date and rules.

The BACB's September 2026 Regulatory Brief says that of the 40 states that license behavior analysts, "27 include a reciprocity provision for out-of-state licensees in their statutes, rules, or regulations," and that all 40 "offer a pathway to licensure for BCBAs." Those two facts together explain most of what follows. A reciprocity provision can be generous or narrow, and a state without one may be just as easy because it licenses on current BCBA certification anyway.

How is endorsement different from a regular application?

A regular application proves you are qualified: degree, experience, exam, background. An endorsement application proves someone else already decided you were qualified, and that nothing has gone wrong since. In practice, most behavior analyst endorsement files contain:

  • Proof of the other license, usually a verification sent directly by the other board, showing status and any discipline.
  • Current BACB certification, because nearly every state keeps it as a condition even on endorsement.
  • A background check under the new state's rules, often with fingerprints.
  • State extras: a jurisprudence exam, a records report, a training course or a practice-history test.

Because the BACB credential does so much of the work, the endorsement path in behavior analysis is often shorter than in other health professions, and sometimes it is not needed at all.

Which states license any current BCBA without a separate endorsement track?

Several states qualify applicants on certification, so a BCBA licensed elsewhere files essentially the same application as one who has never been licensed:

  • Texas licenses on current BCBA, BCBA-D or QABA QBA certification plus a criminal history check. "There is no Texas exam to get a license," and TDLR verifies certification itself. See getting a Texas license.
  • New York has offered Pathway Two since November 22, 2022: licensure "based on certification from an acceptable national certifying body," with a BACB letter sent straight to the Department, child abuse training, age 21 and good moral character. See getting a New York LBA license.
  • Michigan has a formal endorsement rule (Mich. Admin. Code R. 338.1824), but the core of both routes is the same: current BACB certification in good standing plus disclosure and verification of every health credential you have held. See Michigan licensing.
  • Missouri has no separate endorsement track; a licensee from elsewhere files the regular application with direct verifications from each state and can request a 90-day temporary license while it is reviewed (RSMo 337.315.4). See Missouri licensing.

Which states run a formal endorsement process?

Here the other license is the point of the application, and the paperwork centers on proving it.

Virginia

Under 18VAC85-150-51, an endorsement applicant submits evidence of "a current, active license in a United States jurisdiction or Canada that is in good standing," the application and fee, BACB verification, and "a current report from the National Practitioner Data Bank." The NPDB self-query is the step people miss. See Virginia licensing.

Illinois

225 ILCS 6/40 allows endorsement for someone licensed where requirements were "substantially equivalent." Rule 1376.40 asks for certification from the state of original licensure and of current licensure, education and exam proof, and fingerprints through an Illinois live scan vendor no more than 60 days before applying. Someone licensed elsewhere "for 10 consecutive years without discipline" skips the education and experience proof. See Illinois licensing.

New Jersey

N.J.A.C. 13:42B-2.3 requires a current license in good standing from a state with substantially equivalent requirements, at least "two years within the five years prior to the date of application" of practice, documentation of good standing, a New Jersey agent for service of process if you have no New Jersey address, and the jurisprudence online orientation. Good standing includes no adverse action by an out-of-state employer. See New Jersey licensing.

Washington

WAC 246-805-510 asks for a verification from a substantially equivalent state showing an active, unrestricted credential, plus verifications "from all other states in which the applicant is currently, or was previously credentialed." See Washington licensing.

Tennessee

Tennessee's reciprocity applicant follows the full application procedure in rule 1180-05-.05 except the two character letters: notarized application, certified birth certificate, passport photo, direct BACB proof, background check and verification from every state where you have held any ABA credential. See Tennessee licensing.

Indiana, Arkansas and Arizona

Indiana issues a reciprocity license, at a lower fee, to a licensee from a jurisdiction with "substantially equal" requirements, and treats an unreported license elsewhere as a false application (844 IAC 21-2-3). Arkansas's reciprocity registration requires a license in a jurisdiction with comparable requirements, BACB or QABA certification, and verification sent directly from that jurisdiction. Arizona's reciprocity (A.R.S. 32-2091.04) still requires transcripts, coursework proof and supervised experience verification sent directly to the board, plus verification from every licensing jurisdiction. See Indiana, Arkansas and Arizona.

Which states only reciprocate with states that reciprocate back?

Georgia and North Carolina both condition reciprocity on mutuality. Georgia's rule 75-5-.02 issues a license to someone licensed in a state with "comparable licensure requirements" if "such state offers reciprocity to individuals licensed in this state." North Carolina's G.S. 90-741 uses nearly the same words. In both states, the regular route is built on active BCBA certification, so a BCBA from a non-reciprocating state usually files a regular application instead. See Georgia and North Carolina.

Where does endorsement still mean a close look at your education?

Massachusetts licenses without examination "an applicant licensed as a professional in a comparable field in another state whose requirements for the license are determined by the board to be equivalent to or exceed the requirements of the commonwealth" (M.G.L. c. 112, § 166). Its regulations spell out coursework by credit hour and supervised experience by category, so the board's equivalence review can reach your transcript. See Massachusetts licensing.

Ohio offers a reciprocity route under ORC 4783.04(C) and rule 4783-4-02 that can skip the BACB verification if you provide primary source verification of a license held for at least a year and have practiced in one of the last five years. The jurisprudence workshop and exam still apply. See Ohio's certificate.

Do universal licensing laws help?

Some states have general laws that recognize licenses from other states across professions. Arizona's A.R.S. 32-4302 applies to behavior analysts, but it requires that you establish Arizona residence (or be a military spouse on permanent change of station orders), have held the other license at least a year, and be in good standing everywhere. Colorado's new law will issue licenses by endorsement under its occupational credential portability program once licensing begins in 2028. See Colorado's new law and moving states as a BCBA.

Why do endorsement files stall?

  1. A forgotten license. Washington, Tennessee, Arizona and Oregon want verification from every state that ever licensed you, active or not. Indiana treats an unreported license as a false application.
  2. Verifications sent by you instead of the board. New York will not accept the BACB letter "from you or any other party," and most boards want license verifications sent agency to agency.
  3. Fingerprints on the wrong clock or channel. Illinois prints expire after 60 days. North Carolina takes only mailed cards from out-of-state applicants, and the board says results average five to six weeks.
  4. Practice history. New Jersey's two-in-five-years rule and Ohio's one-in-five-years rule turn away recent graduates who assumed endorsement was automatic.
  5. Short abandonment windows. Tennessee closes a file 60 days after it is submitted and reviewed if it is not complete.

Do you need endorsement to practice before the license issues?

Sometimes a short visiting window covers the gap. Texas allows 20 days a calendar year with client notice; Arizona 20 days a year; Indiana five days a month and 15 a year; New Jersey 10 consecutive or 15 intermittent business days in any 90-day period with 10 days written notice. Georgia and Arkansas require a temporary credential for short visits, and Missouri issues a 90-day temporary license to someone licensed elsewhere. None of these is a substitute for the license if the work is ongoing. See temporary practice rules.

Who submits an endorsement application?

You do. The BACB's December 2025 newsletter puts it plainly: "Licensure applicants are responsible for ensuring the accuracy and truthfulness of all information that is provided in their applications. Allowing another person or entity (e.g., automated credentialing services) to complete an application on their behalf may be a violation of state law and could impact their ability to obtain a license in that jurisdiction." Our work is everything around the signature: we prepare, organize and track the file; you review, sign and submit, and we can sit with you while you do. More in who submits your license application.

Our License by Endorsement service is $599 per state for a BCBA licensed elsewhere. It covers state-by-state requirements, every verification request, fingerprint timing, the application answers prepared for your review, and tracking until the license issues. Agencies licensing BCBAs in three states can use the Agency Multi-State Package ($1,599 per BCBA). State, BACB and fingerprint fees are separate. Compare requirements on the state license index or the multistate practice hub.

Common questions

Is there a compact that lets BCBAs practice in multiple states?
No. There is no interstate compact for behavior analysts. Practicing in more than one licensing state means holding each state's license, through endorsement where available or a regular application.
How many states offer reciprocity to licensed behavior analysts?
The BACB's September 2026 Regulatory Brief says 27 of the 40 states that license behavior analysts include a reciprocity provision for out-of-state licensees.
Do I need to verify licenses I no longer hold?
Often yes. Washington, Tennessee, Arizona and Oregon ask for verification from every state that has licensed you, and Indiana treats an unreported license as a false application.
Can a credentialing service submit my endorsement application?
The BACB warns that letting another person or entity complete a licensure application on your behalf may violate state law. A service can prepare and track the file; you review, sign and submit it.
Which states license BCBAs without a separate endorsement step?
Texas licenses on current certification and a criminal history check, and New York's Pathway Two licenses on BCBA certification. A BCBA licensed elsewhere files the same application as anyone else in those states.
